Army MAPS reopened for small business teams only. Here's how to get on one.

What GAO decided

On August 11, 2026, GAO sustained part of protest B-424433.3 by Intelligence Consulting Enterprise Solutions. GAO held that the MAPS ban on small business teaming arrangements was inconsistent with the Small Business Act. GAO denied the protester's other arguments, including the challenge to the ban on classified contracts as past performance. Washington Technology covered the decision on August 17, 2026.

What Amendment 0011 changed

Amendment 0011 is the small-business scorecard the calculator follows. It lets an SBTA prime use a first-tier subcontractor's qualifying projects under Section L.2.3.2.5. ISO 9001 remains a requirement of the MAPS prime only. On October 14, 2026, Washington Technology reported that the Army had reopened the solicitation so small business teams could submit revised proposals.

Who can prime, who can sub

A MAPS prime on an SBTA must be a small business and must hold ISO 9001. A first-tier subcontractor does not need ISO 9001. Every member needs small business status, an active SECRET facility clearance, CMMC Level 2 (self), and a passing CPARS check. Washington Technology reports that large businesses and joint ventures are not in the group allowed to revise proposals in this reopening.

What to do this week

Washington Technology says small business teams may submit revised proposals by November 12, 2026. Run the MAPS self-score calculator so you know whether the gap is certifications or qualifying projects. If the gap is qualifying projects, join a team with a high-scoring MAPS prime.
